Andymays has more on this but rumor on twitter is that the tracks want an equal split of the pick 5 rates and the TOC refuses to do so, and that the current 14% rake is in danger of going up.

Before the P5 was put in the TOC wouldn't approve it unless they got a bigger cut of the takeout than the tracks. To their credit Hollywood Park put it in anyway with a verbal agreement that down the road if it was successful the cut of the takeout would be distributed equally. It's been over a year and they still haven't done the right thing.
