MOST owners actually care about their horses. SOME owners look at them as an investment and nothing more. MANY are just ignorant and the horses pay. I have dealt with many more of the later in this business than what you are describing. 9 time out of 10 the ones that you are talking about are the rich owners who don't need the money anyway.
BTW, a percentage of purse money does go to CARMA (a retirement fund), but they are incredibly hard to get grants from. I helped write a grant last year for a retirement facility that placed 40 horses the previous year and they got $2,500.
