By looking at the webcam it looks like the track maintenance crew aren't wasting any time removing it. Is this done every year?

They basically scalp it. Encourages new growth before the cool weather.

This might be a dumb question, but if/when Del Mar turf course is re-done, will the chute be as well?

I can't see a thing using the link provided. Of course, it was 11:35 pm when I looked. See, I TOLD you Del Mar needed lights! Ah, that's better. 1:20 pm today, and the course looks great.
