I agree with your org's objective which is to reduce the cost of the game to the horseplayer.
I think though that your best avenue of pursuit is the political process using your advantage you have with the media
and horseplayer support.
I believe you should be @the CHRB meetings speaking as you are allowed for 3 minutes stating the case you want to state for horseplayers. This way you and who ever wants to support the cause can go on record with the people who make decisions. Let the board who voted for the rate hikes have to deal with their decision publicly every meeting,
let them go on audio record that they support high take-out rates applied to exotic wagers.
You have a bully pulpit @the CHRB meetings for 3min,USE IT! You are much better stirring the hornets nest by way of
the political process designed to deal with issues like this, to win hearts and minds, through education of the betting public and the owners and trainers showing them why lower take-out rates will benefit all in the long run, rather
than pointing the BOYCOTT BAZOOKA @ their heads and demanding they come your way or else!
