I understand the concerns of combining the two circuits (outside of summer when there are enough horses because of Del Mar getting large numbers of shippers), however, prior to 1981, that IS how it was done in the fall (No. Cal went by themselves after Oak Tree ended), and before 1967, that's how it was the entire year. This with some exceptions as I would do it returns California racing to how it was done pre-1967. Horsemen may not like having to ship north to Golden Gate (and likewise No. Cal outfits shipping to SA in winter and early fall), however, that may be what is needed to save California Racing from itself (combining the two circuits outside of summer). Golden Gate would be able to offer much higher purses running only three and a half months a year instead of nine and a half or so.
I think you just answered your own questions--the game is not the same as it was in 1967 or 1981, nor will it ever be that way again.
