Unless you are taking book why would you set it at any more than 100%?

Figuring in the takeout, or you wouldn't get the calculated payout @ 100%.
That begs the question, for SA why not use 116%?

If you were a morning line maker, yes, your percentages would be industry norm. If you are trying to predict the actual odds then Vince would be correct. I know I don't, and I suspect Vince doesn't give a rip, about the M/L. So if one of your clients were to ask you, "What odds do you think I will get on the 3 horse?" how would you respond? With M/L nonsense or a good estimate of reality.

In harness racing the M/L is normally set by the drivers in the locker room between races.

They also set the final results, the track just lists the prices.
