What would you suggest as an alternative? California has a rulebook. Some sort of responsible body has to try to see those rules are adhered to.

Do the stewards who are involved in making decisions affecting hundreds of thousands and even million of dollars wagered really have to police stupid things like a dog off a leash, an illegally parked car on the backside, a groom who took a dump and wiped his azz and tossed his soiled toilet paper on the ground instead of flushing, etc? And what's up with the petty fines? Where does that $ go? If I was writing those minutes I couldn't keep a straight face.

A hot walker broke wind while walking his hot. He was called into the stewards office, admitted fault, said he wouldn't do it again, and was justly fined $200.

Some rules in the book involve decisions affecting hundreds of thousands and even millions of dollars wagered. Some not so much. Stewards didn't write the rulebook. They are paid to administer the rules as set forth in that book.

Anytime there is a scratch after wagering has opened there will be a refund.

Stewards' duties are like those of a police department. Sometimes they are trivial and sometimes very important.

From the January 12 minutes:
"FILM REVIEW
Apprentice jockey Casandra Branick (10 lb) met with the Stewards to review the
ninth race on Sunday. This was her third ride as an apprentice and the Stewards
felt some discussion was necessary to help Ms. Branick improve her skills before
upcoming rides. Ms. Branick stated she understands her mistakes and plans to
work hard to improve her horsemanship and fitness."

That's a good move by the Stewards. It looks like they told her to improve her skills without discouraging her. She likely left the room optimistic and ready to work hard to be a better jockey. Good for them and good for her.
