You can have a low takeout P-5 anywhere. If sports betting were approved in CA I would hate the idea that it somehow be restricted to racetracks or in anyway. Propping up a losing business with a successful monopoly doesn't cure the ills of racing.

The only way it would be approved is if it was done that way to satisfy the Casinos. If they do let it go online they will probably charge more juice in the beginning.

Fortunately sports betting is widespread and the "juice" charged by the books is affected by the laws of supply and demand. I am sure that there are enough idiots out there who will bet paying above market juice but there won't be significant play until the rates are market comparable.

The Cal Casinos exist only because their land is considered separate from the USA. OK, fine, but how does that give them the power to have the say-so on gambling in the State of California? OK, I propose cash-stripped California set up toll roads about a mile away from all access to all the Indian reservations, $10 a car would be a good start, but allow it to be increased as needed. Those stations could also collect the port fees for food and drink coming into the Indian Nations. Wow - I'm calling Jerry today, since he never takes LSD on Wednesdays.

All of them are big gaming tribes (except for Tribes for Fair Play), and all of them want to protect their newly built empires. Beyond the top 10, California tribes had three more donors in the top 50 and another three in the top 1,000. Non-California tribes in the top 1,000 were the Chickasaw and Choctaw Nations and the Eastern Band of Cherokee Indians; the Passamaquoddy Tribe of Maine; and the Seminole Nation of Florida....
