You win more at the live races because you can actually see the horses and how they're moving and how they've been cared for, you can feel a track bias, and you can observe from a few feet away which jockeys appear to have been carried hard and put up all wet.
I never heard that expression before

Sounds like the writer is trying too hard to be clever. A comparison is being made to the term run hard and put away wet which is in reference to a horse. Perhaps it is meant to reference how the jock recovered after the night before.

I guess that leaves Shoemaker out of that category. He barely moved.
