The owners will get paid off, then the insurance company will send a bill to the City of Los Angeles or the County of San Bernardino Sheriffs Dept for the property damage, then as city or County governments do, they will refuse to pay for it and tell the insurance company to Blank off.

Then a law suit will be file and the County's and Cities will be sued and go to trial, and believe it or not, the Government will lose.
