Penalties - Am I Off-Base?

I've repeated many times in the past that certain crimes deserve certain punishments.

In the case of

Should not have Garrido already been castrated and thrown into a bottomless pits with rats and left there to rot, rather than parole?

Am I sick?

Am I wrong?

There's absolutely nothing that angers me more than a child thief or child perv/murderer. Not even a tout.
