Explanation?

August 2nd's finale saw Joy Scott saw off a rival in the turn and the stewards after an inquiry decided she did nothing wrong. Fast forward to this weekend and the same stewards decided to give Joy a 3 day ban for the same ride. Am I missing something here?? I can see this in a case of bumping in the stretch where the best horse wins but the rider is careless and gets days but sawing someone off on the turn should surely warrent a dq no?
