The 3% is based on weekly amount wagered and the 8% on losses is calculated monthly. It seems like you are tossing in the white flag going with the 8%, yet if you planned on staying with the book for a long period of time, it could help out.
Why guess? The math is simple. If you win more than 62.5% of your bets then go with the 3% otherwise go with the 8%. But psychologically speaking, I would much rather get 8% of losses when running bad than 3% of the total when running hot. If you are hitting over 62.5% of your bets, I doubt that an extra couple of bucks will be a factor.
