The proposals listed are just rearranging the deck chairs on the Titanic. The fan base is dwindling, the horse base is dwindling, and the overall interest is at a low. Nibbling away at the take-out and breakage are things that will certainly help current players but I don't see how this would make for a groundswell of new interest in the game. The average gambler today is far more sophisticated than 25 years ago. With all the cheaper gambling alternatives available racing is need of a heart transplant not 2 aspirin and a glass of water.
The objective should be to sell
and the TOC on exchange wagering. But I am even pessimistic that exchange wagering will be enough to halt the slide.
