Q.....how long will it take for it to have a positive effect at the entry box, more competitive horses, more competitive races for the players to jump into with both fists?

All it means that a few of the better horses who might be in CA bred maiden races will go in open maiden races. Think its a wash. Only way it helps is if it stimulates more people to breed in CA. Talk to people at farms and it is a disaster, people giving mares, weanlings away for free right now. So from what I can see this will have no affect. I think things in the CA breeding industry are in dire straights.
