Why didn't the CHRB and the Breeders' Cup scope ALL the 2-year-olds running in last years Breeders' Cup? If they were going to conduct an experiment shouldn't they have collected some data? The answer is that they don't want people to know how many bleed without lasix because they're playing to an uneducated public. They use inhalers in the Olympics.
