I would interpret this article as neither really wants to do a complete expansion, just maybe add a few barns and clean up the place/make little modificiations. I believe Los Al wants to pursue additional year round thoroughbred racing at the track, expanding the conditions that it currently offers ($2-$5k claimers, 4.5 furlong max). If they were to expand to $20k claimers and run races around 2-3 turns, it would probably kill No Cal racing and take most of the cheap claimers that are in So Cal. There has already been a uptick in the current $7-8k bottom level this meet in SA (including at least 4 by my count carded on weekends), and the old $9-10k, $10.5k-12k have practically become non-existent.
I think ultimately SA will run through the end of the Triple Crown, possibly at three days a week towards the end with slightly less turf races during the middle of the meet, then a break before DM, after DM the fair, and then the fall meet at SA with two or three additional weeks going through Thanksgiving before breaking off before the big meet. During those gaps Los Al will probably be only game in So Cal for T-breds to run as apart of their marathon mixed meet.
