Why don't the tracks individualy set up thier own ADW

I wonder why the tracks don't set them selves up to take bets directly and pocket the comish on the internet wager directly?

I've been wondering this for years.

I think NYRA more or less has this with their Capital One betting or something like that. I know I was given an account card when I was back there a few years ago.

Can someone confirm?
