California exchange wagering rules set for review

Rules allowing the implementation of exchange wagering in California will be sent to the state’s office of administrative law before the end of January, a California Horse Racing Board official said Thursday.

It remains unclear when exchange wagering could start for state residents. There is the possibility of lawsuits that could challenge the legality of exchange wagering, which allows bettors to back or lay horses to win or lose.

If the state’s office of administrative law expresses concern about the rules, through a disapproval opinion, the implementation could be delayed extensively.
