2 turns vs 1 may be the major one.

The only changes in purses and distance are for two races for California-breds – divisions of the California Breeders’ Champion Stakes for 3-year-olds and for 3-year-old fillies. The purses of those races have been doubled from the 2011-12 meeting, to $300,000; been extended from seven furlongs to a mile; and will be run on Jan. 26, 2013 rather than late December as in past years. The races are part of the Golden State Series of lucrative stakes for California-breds.

Haven they been for 2-year-olds in the past and will now be for 3-year-olds or will they just be for much younger 3-year-olds?

They were for two year olds when held in December. Similar to when Santa Anita ran the Malibu in January occasionally in the 70's and 80's and was for 4yo's. Run at 1 1/16 miles in 2009.
